The Communications Regulatory Commission (CRC) of Mongolia now invites sealed bids from eligible and qualified bidders for the supply of hardware and software, warranty and training services associated with the Quality of Service Network Benchmarking Measurement (QoSNBM). The Procurement will be accomplished under a single tendering process and financed by the Communications Regulatory Commission of Mongolia.
Purpose of the CRC is to monitor and evaluate Quality of Service (QoS) and regulate the performance of key services offered by operators, ranging from basic telecom to mobile and Inteet access services. The system should be established in drive test measurement including testing smartphones and benchmarking solutions for the air interface of wireless networks. It shall collect measurement results and geographical coordinates, and these measurement results should provide valuable information for network planning, verification, tuning, optimization and benchmarking purposes. QoSNBM should support measurements on all major network technologies, including GSM, CDMA2000, EVDO, TD-SCDMA, WCDMA, HSPA+, WiMAX and LTE.
The Supplier shall fuish a tu-key system, including the following elements and services: i) the design, ii) the hardware and the software, iii) the integration, the start-up and the acceptance tests, iv) the tools and spares, v) the operation and maintenance manuals, vi) the documentation, vii) the personnel training, viii) the technical support and ix) the maintenance, repairs and operational supervision during the initial, one-year warranty period.
The Bidder must have supplied the system that has been field proven in actual service. To meet these criteria, the systems must have been in satisfactory service with 2-3 relevant project implementations.
Interested eligible bidders may obtain further information from the CRC and inspect the Bidding Documents at the address given below, from 8 a.m. to 5 p.m.
A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non-refundable fee of one hundred US dollars (US$ 100.00). The method of payment will be bank deposit to CRC account: Golomt Bank Account Number: 110 2626 830-USD. The document will be sent by email or will be delivered by hand to an accredited agent of the bidder.
Bids must be delivered to the address below by 2:30 p.m., Oct 27, 2014. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives, who choose to attend in person or on-line at the address below at 2:30 p.m. of Oct 27, 2014. All bids must be accompanied by Bid Security of 5000 US dollars.
