Харилцаа холбооны зохицуулах хороо нь Олон улсын цахилгаан холбооны  байгууллагатай хамтран харилцаа холбоо, мэдээллийн технологийн салбарын мэргэжилтнүүдийн чадавхийг дээшлүүлэх сургалт, семинарыг “Дижитал шилжилт ба Апп эдийн засаг” сэдвийн хүрээнд 2018 оны 10-р сарын 23-24 хооронд Мэдээлэл технологийн үндэсний паркад зохион байгуулж байна.

Энэ удаагийн сургалт, семинарыг дижитал шилжилт, апп эдийн засгийн бодит мэдээлэл, ОТТ(Over The Top service) үйлчилгээний өнөөгийн байдал, олон улсын бодлого зохицуулалтын чиг хандлага, улс орнуудад тулгарсан асуудлууд түүнийг үр ашигтай зохицуулан шийдвэрлэсэн жишээ баримтад тулгуурлан энэ чиглэлээр мэргэшсэн Олон улсын цахилгаан холбооны  байгууллагын бүс нутаг хариуцсан захирал Ашиш Нараян болон олон улсын зөвлөх Саймон Молли нар удирдан явуулж байна.

Уг сургалт семинарт Харилцаа холбоо, мэдээллийн технологийн газар, Шударга өрсөлдөөн, хэрэглэгчийн төлөө газар, Мобиком корпораци, Юнител, Скайтел, Жи-Мобайл зэрэг үүрэн холбооны үйлчилгээ эрхлэгчид, Мэдээлэл холбооны сүлжээ ТӨК, Монголын цахилгаан холбоо ХК, Монгол шуудан ХК болон олон сувгийн үйлчилгээ үзүүлэгч компаниудын төлөөлөл болох нийт 80 гаруй төлөөлөгч оролцож байгаа юм.

Objective: To provide an overview of the trends in the digital economy, the underlying technology, business, market and regulatory issues.

SESSION 2: INTRODUCTION TO COMPETITION ANALYSIS AND THE CHALLENGES OF THE NEW DIGITAL ECONOMY

Objective: To understand how markets are currently defined in the telecom sector by regulators and competition authorities? How significant market power analysis is carried out? What are the key regulatory issues pertaining to competition regulation in the converged environment? How is collaboration and coordination being implemented?  This first part of the session will concentrate on ex-ante regulation.

SESSION 3:  COMPETITION REGULATION IN THE BRAVE NEW WORLD OF ONLINE SERVICE PROVIDERS AND THE APP ECONOMY

Objective: To understand possible regulatory approaches to regulating competition in the digital economy including with online service providers and share international experiences.  Issues to be addressed include:

  • Comparing the App economy and legacy competition rules for the sector 
  • Global and exemplar approaches to competition and SMP issues in the App Economy
  • Possible lessons and approaches for regulators in a collaborative environment
  • Possible structural and other remedies in relation to anti-competitive conduct (including extraterritoriality)

Objective: To understand competition issues in the digital economy by assessing the competition and extraterritoriality associated with a merger in South East Asia.

Explanation and discussion of the spreadsheet tool for market definition assessment for regulatory intervention.

 

SESSION 5 (B): COMPETITION AND REGULATORY CHALLENGES IN THE DIGITAL ECONOMY – SMALLER MARKET CONSIDERATIONS

Objective: To understand the competition and regulatory challenges in digital economy for smaller Asian and Pacific markets including suggested key policy objectives

 

SESSION 5 (C): DIGITAL ECONOMY ISSUES – REGULATION, TAXATION, TWO-SIDED MARKETS, BROADER POLICY ISSUES

Objective: To understand what a two-sided market is; to identify the features that make traditional market analysis difficult and regulatory intervention potentially counter-productive; to determine an effective approach to regulation in two-sided markets. To understand the taxation challenges created by the global app economy – both to collect taxes and to ensure their fair distribution as well as broader issues such as copyright, and institutional and sovereign integrity.
