Telephone voice service is considered a fundamental communications service. Licenses are issued by the Communications Regulatory Commission, provided to both individuals and legal entities. Internationally, licenses for telephone voice services are typically categorized and issued based on the underlying technology, including fixed-line or mobile networks.
A licensee providing telephone voice services shall implement and utilize the network number resources allocated under Article 9.1.9 of the Law on Communications of Mongolia and in accordance with the “Procedures Pertaining to the Registration of Numbering Allocation and Services for Communication Networks” as approved by Appendix to Resolution No. 74 of the Communications Regulatory Commission dated December 17, 2021.
Pursuant to the provisions of Mongolia’s Law on Radio Waves, any operator delivering voice services via mobile telecommunications networks must procure a dedicated license for use of radio-frequencies.
