According to the Law on Special Licenses for Business Activities; A special license is an official document granted by an authorized body to a citizen, a profit or non-profit legal entity, to carry out a certain type of business activity in accordance with established terms, conditions and requirements. The law also specifies the types of business activities that can be carried out with a special license, including information and communication services. 

The Regulatory Commission exercises the following powers within the framework of the government's policy on communications in accordance with the laws on communications, radio waves, postal services, and broadcasting. 

- Issuance of special licenses and certificates, extension of time, amendments to special licenses, suspension, restoration, cancellation of special licenses, approval of conditions, requirements and related procedures of special licenses, conclusion of contracts, and supervision of implementation.
