In order to keep pace with the developments taking place globally, CRC has dispatched members of its staff to various international events, meetings and symposia to keep track of these developments and to gather valuable feedback/inputs for its own policy formulation. Development and training activities included training in management and leadership skills, information technology skills, job-specific skills, and attendance at seminars and conferences.

The CRC’s participation in deliberations at the international level have not only contributed well to the international efforts being focused on issues, which are currently major regulatory concerns in Mongolia but have also helped in keeping CRC officials aware of International practices. During the year 2011, total 43 officers were deputed to attend various seminars/conferences/meetings.

Cooperation with International organizations

The CRC has maintained and expanded its involvement in international cooperation. CRC represents Mongolia in the international bodies, namely the International Telecommunication Union (ITU), Asia and the Pacific Tele-community (APT), Groupe Speciale Mobile Association (GSMA), Asia-Pacific Network Information Centre (APNIC), International Institute of Communications (IIC) and other international organizations, and ensures that the industry complies with various international agreements on telecommunications technical standards.

The cooperation between the CRC and international organizations has focused on key advances for IPv6 deployment, type approval, conformity and interoperability, 4G mobile policy and regulation and unified license.

Within the scope of the initiative of development of cooperation with the international organizations, the CRC actively participates in national, regional and international events, but also the CRC invites related experts to Mongolia for making a training, seminar and consulting service.

Word Radio Conference 2015

The WRC is held every three to four years and is responsible for the review and – if necessary –the modification of Radio Regulation along with addressing worldwide radio communication matters.  The WRC-15 brought together 3300 participants, representing 162 out of ITU’s 193 Member States including 500 participants representing 130 other entities attending as observers. The team led by Mr. Jadambaa, Chairman of the ITPTA and Mr. Balgansuren, Chairman and Ceo of the CRC has successfully participated the WRC 2015.

APNIC Regional Meeting

The CRC has successfully organized first Regional Meeting of APNIC in Ulaanbaatar, Mongolia on 19 October 2015. Around 50 members of the Mongolian networking community attended the half-day event.

APNIC Regional Meetings (ARMs) are forums where APNIC Members and stakeholders can meet with their peers in their community and neighboring economies to share their Internet resource management experiences.

Local speakers from Mobicom Networks LLC, Internet Exchange Point of Mongolia, Gemnet LLC, Information Communications Network Company and Sky Networks shared their thoughts on industry topics such as IPv6, data centres, network security and root servers.

Next Generation Mobile Telecommunications

The seminar on the “Next Generation Mobile Telecommunications” was jointly organized with the Communications Regulatory Commissions and GSMA in Ulaanbaatar, Mongolia on 8th and 9th December 2015. Mr. Joe Guan,

Spectrum Policy & Regulatory Affairs Advisor, Asia Pacific of GSMA and Ms. Helena Kannan Partner and Delivery Coordinator Intern of GSMA was invited as speaker and moderator of the seminar.

Panelists from the ITPTA, Mobicom Cooperation LLC, Skytel LLC, G-Mobile LLC, Unitel LLC and representatives from the CRC were participated in the seminar and created fruitful discussion on next generation mobile, radio frequency spectrum for high speed broadband and future trend of high speed internet.

Cooperation with Regulators

National Communications Commission of Taiwan 

Within the framework of the Memorandum of Understanding signed between the National Communications Commission (NCC) of Taiwan and CRC of Mongolia in Taipei, Taiwan on the March 29, 2010.

With an objective of strengthening relations with the Communications Regulatory Commission of Mongolia (CRC), NCC Chairperson, Dr. Howard Shyr, led a delegation, consisting of staff from the Department of Planning, the Telecommunications Administration Department and the Television and Radio Administration Department, to Ulaanbaatar, Mongolia to attend bilateral meetings with CRC from August 14 to 18. 2013. 

In 2014, the CRC team led by Mr.Balgansuren Chairman&CEO of the CRC visited to NCC Taiwan office to renew the Memorandum of Understanding for Cooperation in the Fields of Communications. The latest Mongolia-Taiwan bilateral meeting placed emphasis on information sharing, primarily on the issues of the content and direction of regulations for convergence, mobile communications for next generation networks, and monitoring plans, etc. Members of the CRC delegation were also keen to deepen understanding of universal services, telecom policy and regulations, and 4G licensing in Taiwan.

Since MOU signed in 2010, both the CRC and the NCC have been cooperating actively to expand the scope of cooperation for mutual benefits in the form of visits of each other’s country based on the MoU.

Korea Communications Commission

The Korea Communications Commission (KCC) of the Republic of Korea signed the Memorandum of Understanding on Cooperation in the field of the Communications Regulation on 22 August 2011 in Ulaanbaatar, Mongolia.

Within the scope of the initiative of development of cooperation with the Central Radio Management Office (CRMO) of the Republic of Korea a Memorandum of Understanding (MoU) on development of radio frequency management was signed by Mr. Yun Hyun Park, Director General of the CRMO and Mr. Boldbaatar Bat-Amgalan, Chairman and CEO of the CRC on 30 May 2011, in Ulaanbaatar, Mongolia.

A Memorandum of Understanding was signed with the Information Communication Qualification Association (ICQA) of the Republic of Korea to promote the Mutual Cooperation of Government authorized ICT Qualification system on 22 July 2011, Ulaanbaatar, Mongolia.

In 2015, Mr.Balgansuren, Chairman & CEO of the CRC invited Mr. Choi Sung-joon, Chairman of the KCC and other delegates from the KCC to renew and resign the MOU.  The chairmen of the both organizations signed the renewed MOU on August 28, 2015.  During the visit to the CRC, KCC delegates visit to the MNB and met with Ms. Oyundari.N, Director of the MNB as well as, had interview on Bloomberg Mongolia. 

Korea Internet Security Agency 

In frame of develop foreign cooperation and exchange the best practices, the CRC has signed MOU with Korean Internet and Security Agency (KISA). Mr. Balgansuren. B, Chairman and CEO of the CRC and Mr. Kee Seung Baik, President of the KISA were signed MOU on October 21st 2014 in Busan Korea, during Plenipotentiary Meeting 2014. Within the MOU between two organizations, sides have successfully created an opportunity to cooperate on the cyber field such as; Protect children on cyber space, Fight with Cyber Attack and Make analysis on cybercrime and attack. 

In frame of the MOU, the CRC and the Vice President and related representatives of Korea Internet Security Agency (KISA) have visit by the the CRC invitation to develop international strategic cooperation and international information infrastructure, protecting information and its security in Mongolia. The KISA is authorized organization in charge of Internet environments, and provide its safety in Republic of Korea. During their visit in Mongolia, the CRC and KISA have organized 1-day seminar on Information Security jointed with World Bank.
