POSTAL REGULATION

The Communications Regulatory Commission (CRC) of Mongolia, in accordance with the Law on Communications, the Law on Licensing, and the Law on Postal Services, exercises its statutory mandate to regulate the postal sector by implementing the following key functions:

  • Issuing licenses for postal service providers in accordance with national legislation and regulatory procedures; 
  • Drafting and enforcing regulatory instruments, including policies, rules, and operational guidelines governing postal activities; 
  • Developing, approving, and enforcing postal service standards to ensure service quality and interoperability; 
  • Promoting a competitive and transparent postal market that safeguards consumer interests;
  • Providing technical and methodological assistance to postal operators; 
  • Conducting supervisory and compliance monitoring to ensure adherence to applicable legal and regulatory requirements.

Guiding Principles Governing Postal Activities:

  1. Postal services in Mongolia are regulated in accordance with the following core principles:
    Respect for the rule of law, protection of users’ rights, and confidentiality of correspondence;
  2. Ensuring that postal services are accessible, reliable, and delivered without discrimination to all citizens, businesses, and institutions; 
  3. Facilitating the unimpeded flow of postal items and maintaining the operational stability of the national postal network;
  4. Applying uniform and harmonized standards and procedures across the postal sector to ensure regulatory consistency.

Regulatory Scope and Coverage:

The CRC regulates both postal network infrastructure and postal service operations based on coverage areas and service types. Postal network operations are classified by geographical scope, with corresponding service delivery routes and timeframes:

  • International (cross-border delivery);
  • Intercity (domestic long-distance);
  • Urban and local settlements (intra-city delivery).

Postal services are provided through this network and must comply with national legislation, regulatory directives, and bilateral/multilateral postal agreements. The services are categorized as follows:
A. International Postal Services:
•    International express (courier) mail services;
•    Cross-border postal delivery services.
B. Domestic Postal Services:
•    Postal services 
•    Supplementary or value-added postal services.
