Boldbaatar BAT-AMGALAN /Period: 2006-2012/
Mr. Boldbaatar B, graduated the National University of Mongolia (NUM) as an engineer-teacher of physics and electronics in 1993, before he earned master’s degree in 1999.
He speaks in English and Russian.
He worked as a lecturer in National University of Mongolia (NUM) branch in Khovd Province in years of 1993-1995, a coordinator for Mongolian Youth Association in 1994-1995, expert for Administration of the State Great Hural (Parliament) in 1995-1996, a Secretary at the office of Mongolian Social Democratic Party in 1996-1997, Project director for the Representative office of International Institute, USA in 1997-2003 and Director of “Shine Erin/New Era” Journal in 2003-2004.
He was appointed as Vice-Chairman of ICT Authority and worked in years 2004-2006, before he was appointed as Chairman and CEO of CRC in 2006. During the time, when he chaired CRC, Mr. Boldbaatar.B successfully had implemented actions to increase competition and market of the sector as well as developing the regulation of the sector while establishing universal service obligation fund and bringing the regulatory environment to the international level. He also initiated and organized works introducing mobile service to rural areas, expanding its coverage and implementing new technologies and services.
His contribution and work achievement to information, post and the communication sector and development of regulatory organization was honored and awarded “Altan Gadas/Polaris” medal by the Decree of the President of Mongolia in 2011.
Enkhmend CHIMEDDORJ /Period: 2002-2006/
Mr. Enkhmend Ch. got his bachelor’s in Communication Institute of Saint Petersburg, (former Leningrad)y of Russian Federation in 1976-1982.
He graduated English evening course of National University of Mongolia (NUM) in 1986-1988. He got his master’s degree in Communication Institute of Saint Petersburg (Leningrad) in 1998 and business management master’s degree in 2003-2004. He speaks in English and Russian.
He has worked as technician, engineer, senior engineer and head of department in Communication Office of the Ministry of National Security in 1982-1990, as communication operator, councilor for student affairs for Embassy in Socialist Republic of Vietnam in 1990-1994, as engineer and CEO for Moncom LLC in 1994-1999, as technical director of Skytel LLC in 1999-2002.
He was appointed as Chairman and CEO of CRC in 2002-2005, as project director for Information and communication infrastructure installation project of the World Bank in 2005-2007 and as CEO of Skynetworks LLC since 2007.
While he was working for this Commission as Chairman and CEO between 2002 and 2005, Mr.Enkhmend Ch. made significant contribution to establish independent regulatory authority, which was just established according to the renewed Law on Communication, development of regulatory procedures, rules and requirements as well as the sector’s standards and provide implementation as well as providing independency of the regulatory commission.
For his successful contribution and work achievement to information, post and communication sector and development of regulatory organization he was awarded by the Decree of President of Mongolia when he received “AltanGadas/Polaris” medal and “Labor Merit” medal in 2006 and 2011 respectively.
Battogtokh OSORKHUU /Period: 2000-2002/
Mr. Battogtokh O. completed bachelor of communication engineer in Communication Institute in Novosibirsk, Russian Federation in 1989 and master’s degree in Information and Communication School of the Mongolian University of Science and Technology in 1998. He learnt English and Russian.
He worked as an engineer, senior engineer and Head of unit for Administration of Telephone Station Maintenance and Operations, Automatic telephone station – 6, and Automatic telephone station – 3 in 1989, as engineer for Project implementation unit in 1991, senior engineer for Switching department of Telecom Mongolia JVC in 1996, and senior expert for project unit of Post and Telecommunication Authority in 1998-1999.
He worked as the Chairman and CEO of Communications Regulatory Commission in 1999-2002 before he worked for the CRC, which was re-organized according to the renewed law on Communications, as a Vice-chairman and Commissioner since 2002.
While he was working as a Chairman and CEO of the Regulatory Council in 1999-2002, Mr.Battogtokh.O made a great contribution to renew legislation of the sector, develop regulation, market liberalization and competition and establish warm environment for tariff regulation.
For his contribution and work achievement to information, post and communication sector and development of regulatory organization he was awarded by the Decree of President of Mongolia, “Altan Gadas/Polaris” medal in 2012.
Tamir UKHNAA /Period: 1997-2000/
Ms. Tamir U. completed bachelor of telecommunication technical engineer in Communication Institute in Novosibirsk, Russian Federation in 1985 and master’s degree in technical science in the Mongolian University of Science and Technology in 1998 and master's degree on management in Management Academy in 2005. She speaks in English and Russian.
She worked as engineer and senior engineer in Telecom Mongolia JV company and Administration of Telephone Station Maintenance and Operations in 1985-1995, expert for the Communications Regulatory Council during the 1995-1997 when it was firstly established, Chairperson and CEO and State general inspector of Communications regulatory council in 1997-2000 and senior expert in 2000-2002.
Between 2002-2013, she was worked as a Director General of Regulatory Department of the CRC.
Tamir U. took actions to stabilize the operation of the regulatory organization and to match it with international levels and paid her attention to issuance of licenses and development of interconnection and tariff regulatory procedures while she was working as a Director-General of the Communications Regulatory Council in 1997-2000. She also made a foundation to develop radio frequency planning and control structure.
For her contribution and work achievement to information, post and communication sector and development of regulatory organization she was awarded by the Decree of President of Mongolia received “Labor Achievement” medal in 2006 and “Labor Merit” Medal in 2013.
Bayaraa LUVSANTSEREN /Period: 1996-1997/
Mr. Bayaraa L. studied in Communication training center of UB as a radio & TV technician in 1971-1975, and in TeleCommunication Institute of Saint Petersburg (former Leningrad), Russian Federation as a telecommunication engineer in 1976-1982. He speaks in English and Russian.
He worked as an engineer, general engineer in Communication department of Khentii Province in 1983-1989, senior expert in Ministry of Communication since 1990, as senior officer for Automatic telephone station in the Ministry of Communication in 1992-1994, expert for Automatic telephone station of Telecom Mongolia JV company in 1994-1996, and a chief of Communications regulatory Council in 1996-1997.
While he was working as a Chief of the Communications regulatory council in 1996-1997, Mr.Bayaraa L. took actions to stabilize operation of the regulatory board, and constitute a professional control structure. Particularly, he paid special attention to improve human resource and trained 10 officers for telecommunications regulation in Australia.
For his contribution and work achievement to information, post and communication sector and development of regulatory organization he was rewarded by the State as “Best Engineer of Mongolia” and its medal.
Lantuu LKHAMSUREN /Period: 1995-1996/
Mr. Lantuu L. made a great contribution to establish legal environment for communication sector under its structural and organizational renovation for market relations and get approval of the law on Communications from the State Great Hural (Parliament), while he was working for the Communications Regulatory Council as the first Chief of Communications Regulatory Council in 1995-1996.
He also established the regulatory organization of the sector and made foundation for approval of statute and created financial ability. He made a significant contribution to re-organize the professional control structure of the communication sector.
