Licensing under Mongolia’s Law on Licensing (2022/2023)

In June 2022, the State Great Khural adopted the Law on Licensing, effective from 1 January 2023. This law defines a "license" as the authorization granted by the competent authority to conduct specified activities or to utilize public natural resources/property under legal conditions. Licenses are categorized into two types based on their purpose, issuance criteria, activity characteristics, and risk level:
•    Special licenses
•    Ordinary licenses
Per Article 8.1 of the Law on Licensing, and clauses 9.2–9.15 (special) and 8.3 (ordinary), the Communications Regulatory Commission (CRC) is authorized to grant, renew, suspend, reinstate, revoke, and monitor compliance with these licenses 

Licensable Telecommunications Activities
If you intend to engage in the following communications-related activities, please review and submit the relevant application forms available via the CRC’s e-licensing system:

Special Licenses (via Competitive Selection):
•    9.2 – Commercial radio & Broadcasting
•    9.5 – Public radio & Broadcasting
•    9.6 – Multi-channel distribution services
•    9.7 – General broadcasting services
•    9.9 – Radio/TV network transmission services
•    9.10 – Satellite communications network deployment & service
•    9.11 – Telecommunications network deployment & service

Special Licenses (Direct Issuance):
•    9.3 – Operation of information networks & related services
•    9.4 – Telecommunications service provision
•    9.8 – Use of radio frequency & spectrum allocation
•    9.12 – Installation, maintenance, and repair of telecom infrastructure
•    9.13 – Domestic postal services
•    9.14 – Subscription-based radio/TV services
•    9.15 – International postal services

Ordinary License:
•    8.3 – Radio frequency operation permit
All applications are managed through the CRC’s e-Licensing System .
